Project Controls Specialist (12 month temporary)

Reporting to the Manager, Project Controls, the Project Controls Specialist will support the application of project controls practices including the disciplines of cost controls and change management.  Included also are integration activities with estimating, contract and purchasing management functions.

Responsibilities:

  • Be a courageous safety leader, adhere to and sponsor safety and environmental rules and procedures
  • Ensure that project cost management plans are prepared and executed in a manner that provides accurate and timely control of project costs, and accurate information for options analysis, business case review and project execution planning.
  • Assist with the preparation of the project cost management plan as part of the overall Project Control Plan.
  • Working with consultants to ensure that they establish effective cost management plans and perform to them.
  • Assist with validating contractor’s monthly progress payment certificates and invoices.
  • Validate contractor’s daily, weekly and monthly reports.
  • Support the development of the project budget by aligning the project estimate and procurement packaging plan, and present the project baseline budget for approval by the project manager.
  • Support the set-up and implementation of the Project Controls management systems, processes and workflows, and staffing of the team.
  • Perform the required cost control transactions and functions.
  • Support the analysis of project cost impact and delays, and review of periodic project cost updates.
  • Assist with the evaluation and rebuttal of project time and cost claims.
  • Prepare, or support the preparation of the Teck Monthly Project report.
  • Arrange and facilitate the weekly Project Cost and Schedule review meetings.
  • Prepare cost status reports, cost trending, and cost analysis.
  • Provide timely variance analysis and an early warning to management on cost variances to the approved baseline/forecast. Provide corrective action plans as required.
  • Perform change management functions and maintain change management records of scope changes, trends, and variances.
  • Continually review and ensure the integrity and credibility of the information contained in the cost reports.
  • Integration of scheduling and planning activities with the project team, regulatory bodies, external consultants and internal groups, to develop and update detailed schedules.   
  • Integration of progress and performance activities.
  • At the completion of the project, assist with the development and recording of the project’s historical cost information and “lessons learned”, for use on future projects.

Qualifications:

  • Minimum 15 years experience in cost control roles on various projects preferred.
  • A graduate degree in an engineering discipline.
  • Good skills in the area of budgeting, cost control, and cost system application, planning, progress measurement and Primavera. 
  • Understanding of project management. 
  • Good knowledge of overall project implementation management processes.
  • Good software skills on Excel, Prism, Primavera.
  • Good with data and attention to detail.
  • Good communication skills, both verbal and written.
  • Strong critical thinking and problem solving abilities
