Summary
Reporting to the Senior Land Representative, the Land Representative is responsible for ensuring the overall success of land operation activities and administration related to various jurisdictions across Canada. This role involves the maintenance of land rights, permits, and contracts and the ability to provide proper land management support to the operations and programs of the Legacy business, ensuring that work is conducted safely according to appropriate standards and policies. The Legacy Team manages lands across Canada and is based in Kimberley, BC, with personnel in various locations in Canada. Travel to Kimberley and the properties is required on an as needed basis.

Responsibilities

Be a courageous safety leader, adhering to and sponsoring safety and environmental requirements, procedures and standard processes

Actively identify land acquisition, divestment, relinquishment, and monetization opportunities, including the preparation of relevant contracts and permits to support the underlying transaction

Conduct negotiation and administration of third-party agreements (surface leases, access agreements, right of way, licenses and related contracts)

Liaise with site managers and project coordinators to ensure that appropriate permit standards and tenure obligations are met, and obligations are managed efficiently

Liaise with corporate and legal resources to manage land agreements, the addition or removal of charges on title, land transactions, and all other commercial agreements

Ensure land related contracts and agreements are recorded accurately and documented in land database systems

Ensure internal GIS systems accurately reflect current land holdings

Work with the Legacy Health and Safety group on signage, fencing and trespass issues

Annual review of land and mineral title tax assessment and payments, and submits recommendations for reassessment applications, as vital
-
Support the management of complaints or inquiries from public regarding land issues and provides appropriate follow-ups, working with the Legacy Communities lead in resolving these issues

Attend office meetings and acts as Teck's representative at meetings with third parties as required

Research historical property issues/titles and organizes records

Develop and implement processes for mineral and surface land management with the Legacy lands team

Continuously improve business operations by refining practices, eliminating barriers, taking action to improve processes, and mitigating problems that interrupt workflow

Qualifications

A Bachelor’s degree in Business Administration/Commerce, Geosciences, or Energy Management. Certification in land management is considered an asset
-
A minimum of four years of experience in land management, experience in mining is an asset but not required
-
Demonstrated experience in both mineral and surface land management across different jurisdictions within Canada
-
Willingness to learn, of land regulations in Ontario and Quebec
-
Able to collaborate with community relations and operational departments to achieve results
-
Shows passion and creativity in creating social governance value by optimizing land resources though daily interactions with external collaborators and completion of projects to support the Legacy lands team
-

Good understanding of spatial information, GIS coordinate systems and projections and their applications

Understanding of various public and government data base and reporting systems and their application to land management

Ability to stays abreast of evolving systems and technologies, and where appropriate makes case for their application and use

Support the advancement of community issues/opportunities and seek early involvement of community specialists to mitigate risk as appropriate

Understanding of costs associated with tenure management both annually and forward-looking costs
-
Understanding of appropriate interest-based negotiation and dispute resolution techniques in circumstances as required

Understanding of different techniques for dialogue and selects most appropriate for circumstance and various communities of interest

Proficient ability to acquire, maintain, and divest land properties, permits and licenses for Legacy properties. Including the negotiation and preparation of Legacy contractual agreements related to land access, leasing, licenses of occupation, and acquisition and divestment agreements

Outstanding Understanding of mineral and surface land rights (including surface, subsurface, communities of interest, and access) and legal regulations pertaining to land use
-
Proficient ability to actively search for land development opportunities by reference to the property’s legal regulatory framework
-
Expert understanding of local tenure regulations and works with Legacy staff to ensure property holdings and lease obligations are managed effectively
-
Outstanding ability to communicate activities with government agencies and collaborators concerning land acquisitions, permitting and agreements; may act as corporate liaison
-
Proficient understanding of health and safety regulatory framework associated with appropriate local, national and international regulations

Proficient understanding of the principles Safety Management System, Hazard Identification, Risk Assessment, Risk Mitigation, Critical Controls, Hierarchy of Controls and use of Risk Control Register
-
Able to take courageous decisions to stop or defer work if health and safety conditions are deemed unsatisfactory

Able to proactively resolve or seek support as appropriate to resolve safety hazards and issues
-
