Manager, Human Resources

Reporting to the General Manager, Trail Operations, with a dotted line to the Director, Human Resources, Base Metals, the Manager, Human Resources is responsible for ensuring Trail Operations has the right people in the right roles with the right skills to execute its business strategy.

 

The Manager, Human Resources ensures Trail Operations attracts and retains the right people, ensures Trail’s human capital is developed and managed effectively, ensures the organizational structure is designed to allocate the work at the appropriate level, and develops systems that deliver the required managerial functions and leadership practices.

 

To this end, the Manager, Human Resources works collaboratively with the Senior Management Team and Corporate Human Resources to develop and implement programs and policy relating to Teck’s employee relations and labour relations; compensation and benefits; job evaluation; disability and claims management; training and development; security; organizational effectiveness and recruitment and placement activities at Trail Operations.

 

The Manager, Human Resources is responsible for continuous improvement of the related human resource processes and systems.

 

Responsibilities:
•    Be a courageous safety leader, adhere to and sponsor safety and environmental rules and procedures
•    Develop sound Human Resource policies and programs working closely with management at Trail to ensure uniform implementation of these policies, effective utilization of human resources, and positive employee relations which contribute to the organizations' ability to meet its business goals
•    Lead the process of negotiating two collective agreements and Letters of Understanding that enable the Company to remain competitive
•    Communicate effectively with union officials and committees to build solid working relationships and settle labour relations issues to meet the needs of the employees, the Unions and the Company
•    Establish and maintain good working relationships with government agencies, employer councils and other external employee relations’ organizations in order to ensure Teck’s policies and procedures are current and appropriate
•    Ensure skill development programs meet current and long term business requirements including the ongoing development and review of Succession Planning, Engineers’ Progression and Performance Management & Coaching programs
•    Establish security policies and develop long term planning requirements for Trail Operations
•    Support staff in the performance of their duties and achievement of goals, acts as a consultant to senior management in Human Resource matters and advise and assist other departmental managers on interpretation and administration of personnel policies and programs
•    Ensure the administration of accurate, cost effective and timely payroll systems to meet corporate and regulatory system requirements
•    Ensure policies and programs are in place to manage disability claims in an equitable manner while reducing costs and encouraging rehabilitation
•    Adopt a management style and develop an organization that creates an atmosphere of cooperation and initiative and promotes communication utilizing performance management principles
•    Influences and promotes the use of standard HR and business processes within the various functions at Trail Operations through engaging employees in developing, designing and implementing consistent processes
•    Performs other related duties as required

 

Qualifications:
•    Undergraduate degree in Commerce or Business Administration with Human Resource or Labour Relations specialization
•    CPHR designation
•    Minimum of 10 - 15 years of progressively senior level human resource experience preferably in a mining or natural resource environment
•    Thorough knowledge of human resource practices including recruitment, long-term employee development, organizational design, compensation & benefit reviews and HRIS systems implementation
•    In-depth knowledge of applicable HR statutes and regulations, labour code, employment, human rights and privacy jurisprudence
•    Experience with the budgeting process
•    Advanced strategic planning abilities
•    Proven and exemplary leadership skills
•    Excellent interpersonal and communication skills
