Senior Environmental Specialist, Dormant Properties

Based in Spokane, Washington and reporting to the Manager, Dormant Properties, the Senior Environmental Specialist, Dormant Properties is responsible for ensuring the dormant and legacy mine properties, and associated opportunities and liabilities, are managed and maintained in compliance with regulatory and corporate requirement, and in coordination with the Dormant Properties and Asset Managers. 

 

Working both independently and as part of a multi-disciplinary larger team, the successful candidate will be responsible for both the management and coordination of Teck’s current and new dormant properties in the U.S. The role includes implementing corporate health & safety, environmental, sustainability, biodiversity and community initiatives, while ensuring alignment with corporate, regulatory and stakeholder expectations in various U.S. jurisdictions. 

 

Responsibilities:

 

  • Be a courageous safety leader, adhere to and sponsor safety and environmental rules and procedures
  • Managing the aspects common to former (legacy) industrial properties such as: 
  • Managing permits (NPDES, Reclamation, Dam Safety, Construction Stormwater, Land Disturbance, etc.)
  • Arranging and scheduling routine maintenance activities such as mowing, weed abatement, and road maintenance
  • Assisting with the design, installation and maintenance of mine closure infrastructure such as fences, adit closures, foam plugs, etc. 
  • Identifying long-term liabilities, risks, and opportunities; strategize and prioritize sensible solutions; and coordinate implementation    
  • Coordinating and managing consultant and contractor-led investigations, assessments, and risk mitigation projects such as environmental cleanup and slope stability improvements
  • Support short- and long-term cost estimating and budget tracking 
  • Addressing corporate requests for data including interacting with neighbors when needed and long-term planning
  • Identify health & safety and environmental risks, issues or challenges, develop and evaluate options, and implement solutions to address the risk, issues or challenges
  • Recognize geologic, geotechnical, hydrologic hazards when present and/or developing at a property, and develop plans to mitigate attendant risks
  • Develop and deliver briefings to internal & external stakeholders
  • Complete other responsibilities as assigned or required by the Manager, Dormant Properties

 

Qualifications:

 

  • Bachelor’s Degree in Geological Science or Environmental Engineering (with geoscience emphasis) preferred. Other degrees and qualifications applicable to the position will be considered
  • Minimum 8 to 10 years’ of experience in the field of environmental consulting, project management, and/or compliance (as owner’s representative)
  • Mine industry experience (development, operations, and closure) preferred 
  • Brownfield and mine site assessment and reclamation/remediation experience   
  • Knowledge of CERCLA, RCRA, and state regulatory programs
  • OSHA 40-hour HAZWOPER Certification required
  • Proficient with contaminant fate-transport modelling and GIS-based land management software
  • Field experience including site mapping and field note-taking, soil/rock borehole logging (and interpretation), and field data collection using remote monitoring technology
  • FAA license for UAV operations is a plus 
  • Understanding of geotechnical, hydrogeological, and hydrologic concepts and models
  • Project management experience including contracting, budget forecasting and tracking, and scheduling of multiple simultaneous high-priority projects 
  • Ability to travel and work remotely for periods lasting up to several weeks including travel to Canada
  • Ability to safely traverse long distances in various weather and environmental conditions 
  • Good technical writing and proof-reading skills 
  • Strong analytical and decision-making skills
