Role Overview

Reporting to the Site Manager, Closure, the Contracts Specialist is accountable for executing full lifecycle contract management activities for the Pend Oreille Mine and Dormant Properties, supporting operational, project, and closure activities. While organizationally reporting to the Site Manager, Closure, the position maintains a functional relationship with the Lead, Contracts & Procurement to ensure alignment with company contracting standards, practices, governance, and continuous improvement initiatives.

 

The Contracts Specialist manages the planning, set‑up, execution, and close‑out of contracts across their full lifecycle, including developing and recommending contract strategies (such as compensation models and market approaches), planning and executing Request for Proposal (RFP) processes, assisting in the evaluation of proposals, negotiating agreements, recommending contract awards, conforming contracts for execution, administering contracts (including payment and commercial claims), implementing change management, and closing contracts.

 

This role requires close collaboration with the Teck American Incorporated’s Lands and Legal departments, Site Manager, Closure and Site Manager, U.S. Dormant Properties, operations and maintenance teams, technical teams, and corporate shared services (legal, risk, customs and trade compliance, etc.). While the role interfaces with multiple stakeholders, the Contracts Specialist serves as the single point of accountability for contract management execution.

 

The Contracts Specialist will work closely with internal teams, legal, risk, external stakeholders, and legacy team members to ensure Teck’s contracts clearly define and manage the legal, commercial, financial, and technical obligations of all parties while protecting and advancing Teck’s interests.

 

This position may be based out of Spokane, WA, with monthly travel to the Pend Oreille Mine and other legacy properties, as required. This position also requires regular business travel between the United States and Canada. The successful candidate must be able to obtain and maintain authorization for international travel.

 

Key Responsibilities

  • Develop and recommend contract strategies and contract plans to site managers, project managers, maintenance teams, and technical teams, ensuring strategies appropriately address legal, commercial, technical, and risk considerations for operations, projects, and closure activities.
  • Package scopes of work and recommend appropriate contracting and compensation models suited to mine operations, legacy properties, and closure‑related work.
  • Manage the request for proposal (RFP) process, including:
    • Planning, preparing, and administering RFP documentation and schedules
    • Managing and coordinating technical evaluation processes
    • Analyzing and evaluating commercial proposals
    • Negotiating commercial and legal terms on behalf of Teck
    • Recommending contract awards based on overall best value
    • Conforming, executing, and awarding resulting contracts
    • Ensuring complete and accurate contract records are maintained
  • Administer contracts post‑award, including reviewing pre‑mobilization deliverables, reconciling invoices, administering payment processes, negotiating and resolving disputes or claims, managing contract changes, and closing contracts in accordance with contractual and regulatory requirements.
  • Provide proactive guidance to site managers, project managers, maintenance teams, and technical teams throughout all stages of the contract lifecycle regarding contract strategy, risk, options, and implications.
  • Interpret and apply legal and commercial terms to manage contractor performance, advise internal stakeholders, and support the resolution of disputes or claims.
  • Implement effective change management to ensure contract modifications are properly documented, reviewed, approved, and executed.
  • Ensure contracts are closed out appropriately and in accordance with applicable legislation, regulatory requirements, and legacy property obligations.
  • On projects, oversee, monitor, and report on EPCM firms and other service providers’ execution of contract management obligations on behalf of Teck.
  • Develop, for management approval, contract management policies, procedures, and templates in support of the Legacy group.
  • Proactively and professionally resolve issues between contractors and site or project teams.
  • Prepare contract management reports and commercial status updates as required by management.
  • Adhere to all corporate policies, Code of Ethics, and Codes of Conduct.
  • Perform other job‑related duties as required.

Qualifications

  • Post‑secondary education from a recognized institution is required.
  • 8+ years of experience in contract management within EPC/EPCM organizations, mining operations, project teams, closure/reclamation projects, or comparable industrial environments.
  • Demonstrated experience managing and executing full contract lifecycle activities.
  • Strong understanding of operations and project lifecycles, roles and responsibilities, and execution processes.
  • Experience with a broad range of contract types, models, and commercial strategies.
  • Sound knowledge of legal and commercial contract terms, with the ability to rely on and apply those terms in contract administration and dispute resolution.
  • Strong negotiation, issue resolution, and stakeholder management skills.
  • Experience supporting multiple phases of project execution, including operations, projects, and/or closure activities.
  • Ability to proactively identify and communicate contract‑related risks, impacts, and opportunities that may affect operations or projects.
  • Experience working within industrial, engineering, construction, mining, environmental, or remediation environments.
  • Experience with closure, reclamation, environmental monitoring, or legacy site contracting is considered a strong asset.
  • Strong critical, analytical, and conceptual thinking skills.
  • Strong interpersonal, written, and verbal communication skills.
  • Proficient in Microsoft Word, Excel, PowerPoint, Outlook, and enterprise document or contract management systems (e.g., SharePoint or equivalent).


Pay Range:
 USD $91,000 - $113,000 per year

The actual amount offered is determined based on the successful candidate’s relevant experience, skills, and competencies and considers internal equity.
