Role Overview
Reporting to the Director, Legacy Properties, the Site Manager ("the Manager"), Closure - POM is responsible for the safe, cost-effective, environmentally and socially responsible closure of the Pend Oreille Mine (POM) in Metaline Falls, Washington. This role provides an outstanding opportunity to a) implement a complex closure plan that minimizes long term risks to Teck and provides substantial benefits to the community and environment and b) develop and implement a cost-efficient post-closure care and maintenance strategy that aligns with Teck and industry best practice.
The successful candidate will ensure that technical, operational, social, environmental, and regulatory components of the closure plan are rigorously planned, integrated and implemented, driving safe performance throughout the closure project and alignment to schedule, budget, and regulatory and corporate requirements. The Manager will lead and mentor an interdisciplinary team of staff, contractors and consultants while demonstrating deep expertise in health and safety, site operations, project management, tailings management and water treatment.
The Manager will improve and implement the regulatory strategy for the closure work to ensure compliance with regulations and management of risks. They will positively represent Teck in ongoing engagement with communities and government representatives to hear and understand concerns and expectations, collaboratively discuss work plans, and acquire all required permits and licenses
This role requires daily presence at the Pend Oreille Mine near Metaline Falls, Washington.
Key Responsibilities
- Be a courageous safety leader to ensure that all workers, including contractors, go home safe and healthy every day. Adhere to and sponsor safety and sustainability policies and procedures.
- Deliver positive performance of every phase and every aspect of the POM Closure project, including health and safety, environmental compliance, schedule cost and quality.
- Nurture and lead a high-performing, multidisciplinary site team, including staff, contractors and consultants, by providing clear direction, accountability and performance feedback. Analyze resourcing needs and provide recommendations on the team organization and composition.
- Provide strategic leadership, an execution framework, and pace for the implementation of the closure plan and planning and execution of annual care and maintenance activities.
- Supervise regulatory engagement and ensure compliance with applicable legislation, permits and other regulatory requirements.
- Provide leadership and oversight of environmental programs, including water sampling, hydrogeological investigations, and soil, vegetation, wildlife and waste management.
- Support the implementation of community engagement plans and participate in engagement events to foster strong and mutually beneficial relationships.
- Manage risk - ensure that commercial, operational, permitting, regulatory and implementation risks are identified, analyzed, prioritized and communicated, and that mitigation strategies are developed and implemented.
- Prepare and maintain realistic, transparent and comprehensive site documentation, including schedules, monthly budget forecasts, annual and five-year plans, long term liability estimates, and organization charts. Ensure proper controls, management and oversight of expenditures.
- Conduct timely and comprehensive internal and external reporting.
- Develop and handle the site risk register, including identification, implementation and verification of controls, and development and implementation of risk treatment plans. Drive prioritization and decision-making to mitigate risks to Teck, with proactive communication to senior leaders and other collaborators internal and external to Teck.
- Support and oversee the preparation, evaluation, recommendation, and award of contracts, including scopes of work, requests for proposals, schedules, cost estimates and qualified bidder lists. Provide meticulous and outcomes-based contractor management and oversight of consultant and contractor teams.
- Collaborate with, and mobilize resources of SMEs across Teck to ensure that the site team can fully employ internal expertise across a range of fields including health and safety, environment, closure, nature and biodiversity, water, tailings, and social responsibility.
- Foster a culture of continuous improvement and lead improvement efforts related to the closure plan and long-term care and maintenance.
Qualifications

Bachelor's degree or higher in Engineering, Environmental Sciences, Industrial Operations, Maintenance, or a related field.

Minimum 15 years’ experience in mine operations and/or mining closure, with demonstrated ability to drive safe and cost-efficient execution of mining projects.

Confirmed team leader with experience inspiring, mentoring and developing a team of employees, contractors, and consultants from diverse fields and backgrounds.

Highly organized, with the ability to thrive in a complex and dynamic environment; able to prioritize contending demands.

Outstanding interpersonal, influencing, and communications (written and verbal) skills.
Pay Range: $136,765 - $168,945
The actual amount offered is determined based on the successful candidate’s relevant experience, skills, and competencies and considers internal equity.
