Job Summary:
Reporting to the Project Director, the Project Controls Manager will perform their duties as a member of the NewRange project team and is accountable for creating value and mitigating risks associated with work scopes in NewRange’s portfolio... The Project Control Manager is accountable for directing project controls activities and their effective implementation to ensure project goals and objectives are met.
The Project Controls Manager is responsible to coordinate and implement best practices for project controls (cost, estimating, change management and planning) to support the engineering, design and construction of the project in line with the company guidelines. Ensure project controls best practices are known and implemented on the project to deliver its intended budget, quality and schedule by optimum efficiency and productivity of resources.
Overview:
Located in the historic iron range mining region of northeastern Minnesota, NewRange is a joint venture between Teck American Inc. (Teck) and PolyMet Mining Corp (PolyMet) that is advancing two major copper-nickel-platinum-palladium deposits, NorthMet and Mesaba. Project activities range from readying the feasibility stage NorthMet project for a production decision pending clearance of mine permits to advancing the nearby Mesaba project to pre-feasibility studies and permitting. NewRange is committed to unlocking a new domestic supply chain of critical metals for the transition to a low-carbon economy and positioning Minnesota as a world leader in sustainable mineral resource development.

Responsibilities:
- Be a courageous safety leader, leading by example and fostering a proactive safety and sustainability culture based on the common values on health, safety, environment, and communities shared by the asset owners (Teck and Polymet).
- Effective execution of Project Controls program for the NewRange projects in accordance with the company procedures, including weekly, monthly and quarterly capital projects performance reviews.
- Ensure effective project reporting is consistent in the projects across the portfolio to increase transparency, assist informed strategic decision making and control processes (cost, commitments, schedule and planning, and change/trends management) to enable timely on-budget delivery of project objectives.
- Implement and provide inputs to relevant processes, systems, and structures for the projects in line with the standard company approach.
- Manage the overall capital cost estimating process and provide guidance to Service Providers that are responsible to develop the capital cost estimate
- Provide analytics and strategic advice to inform the Project Director, including inputs into portfolio management processes such as projects’ priority rankings and investment decision evaluations.
- Supports Management Committee for NewRange by setting up and implementing project controls requirements across the capital portfolio.
- Ensure risk management elements as per the guidelines are present for NewRange Projects, i.e., risk identification, quantification, response, accounting, and reportingincluding conducting relevant monthly risk reviews.
- Develop and review templates for planning/scheduling, cost control, forecasting, trending and risk management.
- Seek for innovation and improvement of project management methodology, practices and build strategies to mitigate risk to projects and to improve capital effectiveness.
- Foster a learning and continuous improvement culture to improve all aspects of project performance, sustainability and business growth, leading the identification and implementation of improvement initiatives, including portfolio opportunities for increased capital efficiency and productivity in the project controls function.
- Train, guide, and coach project personnel (internal and external contractors and consultants where appropriate) on project controls techniques and the requirements for the correct implementation.

Qualifications:
- A Bachelor’s degree in Engineering, Finance, Construction Management, Project Management and/or related disciplines.
- 15+ years of experience in in a similar role within the resources/industrial industry.
- 10+ years of project controls experience in an Owner’s role is required.
- 7+ years of field experience is required
- Certification from AACE and/or PMI, or other related project management certification is favorable.
- Extensive Project Controls experience in cost estimating, cost management and control, planning and scheduling, document management, and management of change in an Owners or Contractor team across a large and diverse portfolio of projects.
- Proven experience with major-projects
- Excellent risk management and quantification expertise.
- Excellent interpersonal and communication skills across all levels of the organization.
- Proven experience developing, leading, and motivating teams.
- Strong leadership and relationship building skills both including internal and external stakeholders.
- Semi-autonomous, self-motivated, highly pro-active and resilient attitude.
- Business, facilitation, analytical, leadership/ management and negotiation capabilities.
- Commercial and financial acumen.
