Manager, Government Relations

Job Summary:

We are looking for energetic and dynamic individuals to join our growing project team! San Nicolas is a large undeveloped copper-zinc VHMS deposit located in Zacatecas State in Central Mexico. The project has recently completed a Pre-feasibility Study and is advancing into Feasibility Study applying for major regulatory approvals. San Nicolas is committed to advancing the asset towards development, and we are hiring new team members to support engineering and permit-related activities leading up to a sanction decision for construction anticipated in 2024.

Reporting to the SERA Manager, the Government Relations Manager is responsible for designing and driving relationships with the government and supporting both projects and operations to meet regulatory compliance requirements and performance objectives. In this role, the incumbent is responsible for improving systems to manage and report on operational performance across the board and promote sustainability, emphasizing maintaining compliance and managing key risks. This position will include interactions with all levels of government, both at the local and regional, state, and national levels, as well as with staff in all major functions, and precisely with the San Nicolas Project Directorate.

Responsibilities:

  • Be a courageous safety leader who complies with and sponsors the company's environmental and health and safety standards and procedures.
  • Knows and sponsors the proper monitoring and observation of Teck's Code of Ethics and Anti-Corruption Policy.
  • Maintains a relationship with the leaders of the operation and helps the areas meet their regulatory objectives, compliance with permit requirements, applicable regulations, existing provisions, and proper risk management.
  • Proactively participate in initiatives that require project obtaining and approvals and the delivery of permits in the different stages of the project and in the different areas of government.
  • Responsible for designing and implementing the government relations plan, establishing clear metrics and indicators, stakeholder maps, and recording of interactions, in coordination with the various areas.
  • Advises project team members on permitting, political, and government relations issues.
  • Prepares reports and briefings for SERA management, senior management, and Teck's Technical, Social, Environmental, and Regulatory Council.
  • Participates in the social and environmental community of practice, to share leading practices across the company and support the development of professionals.
  •  Supports the maintenance and efficient implementation of Teck’s Avalanche Management, Security, Minimum, and Community Management Standards (HSEC) and other environmental guidance documents.
  • Interacts with the Mexican Chamber of Mining, CanCham, industry associations and government agencies in the development or review of regulations and legislative proposals.
  • Participates as a company representative in previously selected government and industry associations, including the Chamber of Mining of Mexico, the Zacatecas Mining Cluster, and other prominent organizations.

Qualifications:

  • University degree in Law, Political Science, Sociology, or Social Sciences, with an emphasis on Government and Governance.
  • Specialized master's and/or doctoral studies in related disciplines.
  • 10-15 or more years of experience in the field of government relations in the mining industry.
  • A high level of technical knowledge and practical experience relevant to mining, community relations, water, human rights, and the environment.
  • Advanced level of experience in management and reporting.
  • Excellent interpersonal skills.
  • Excellent facilitation skills and verbal and written communication.
  • Excellent organizational and time management skills.
  • Able to positively influence other teams, and communities of interest.
  • Fluent in spoken and written Spanish and English language skills.
  • Flexibility in working hours
  • Availability to travel locally, regionally, and nationally.
