Manager, Indigenous Relationships

Reporting to the Director, Social Responsibility, the Global Manager, Indigenous Relationships works across the company to support implementation of Teck’s Strategic Priority to “Collaborate with communities and Indigenous Peoples to generate economic benefits, advance reconciliation efforts and improve community well-being.” The Global Manager leads the development and implementation of corporate strategy and assists sites in communicating with, consulting, establishing productive working relationships, negotiating and formalizing mutually beneficial agreements with Indigenous Peoples in jurisdictions where we are active. The Global Manager also provides leadership on behalf of Teck in promoting leading practices throughout our business functions and across the mining and metals industry. 

 

The position is based in Vancouver with frequent travel to sites and communities.

Responsibilities:

 

  • Understands best practice and leads the development and update of corporate policies, standards, and procedures to embed respect for Indigenous rights at all stages of the project lifecycle.
  • Works with a wide-range of internal and external stakeholders to design and negotiate agreements and protocols such as Memorandums of Understanding, Traditional Knowledge and Consultation protocols and Collaboration and/or Impact and Benefit Agreements. 
  • Provides oversight and support for the implementation of agreements with Indigenous Nations.
  • Leads the implementation of Teck’s Reconciliation Action Plan, including external engagement with Indigenous partners to identify and advance opportunities for collaboration..
  • Leads the implementation and regular reviews of Teck’s Indigenous Cultural Awareness Training. 
  • Supports Teck operations in the management of Indigenous aspects of regulatory/permitting process, aiming at ensuring a consistent company-wide approach to achieve and document Free Prior ad Informed Consent (FPIC).
  • Support sites in advancing opportunities, and if required, the resolution of grievances .
  • Advises and facilitates Indigenous community investment opportunities, organizes events, and provides support for executive leadership. 
  • Provides briefings and updates to corporate and project personnel on current law and policies related to Indigenous Peoples in the jurisdictions where Teck operates. 
  • Leads the promotion of Teck’s policies and performance related to Indigenous Relations through public engagement, media, annual reporting, and participation in conferences and workshops and corporate sponsorship initiatives.
  • Represents Teck in a senior capacity in committees of industry associations and government initiatives related to Indigenous Relations.

Qualifications:

 

  • Minimum 15 years of relevant professional work experience.
  • Post-graduate education in law, social sciences, Indigenous studies, sustainability, social/public policy, or other related fields. 
  • Evidence of direct Indigenous Relations experience and knowledge of relevant approaches and methodologies and a detailed understanding of Indigenous issues, especially in Canada and the USA, and related to ILO 169, which has been ratified in Chile.
  • Demonstrated success in negotiating mutually beneficial agreements with Indigenous Peoples in Canada. Experience in doing so in US and Latin America is highly desirable. 
  • Knowledge and experience of international principles and best practice frameworks related to Indigenous groups and mining e.g., IFC Performance Standards, International Council on Mining and Metals (ICMM), UN Global Compact, UN Declaration on Indigenous Rights, and MAC Towards Sustainable Mining (TSM).
  • Experience and familiarity with interpreting contracts and other legal documents.
  • Budgeting and resource management and planning experience.
  • Spanish skills are desirable.
