Job Summary: 

 

Reporting to the Project Controls Manager, the Cost Control Lead is responsible for cost control of projects and assets, developing monthly cost reports, and monitoring cost performance. The Cost Control Lead compiles, verifies, and presents project cost data to senior management, working closely with the Finance and Contracts departments. The Cost Control Lead is accountable for the planning and implementation of effective cost management processes, and systems on the project, within the standards set by the company.

Located in the historic iron range mining region of northeastern Minnesota, NewRange is a joint venture between Teck and Glencore that is advancing two major copper-nickel-platinum-palladium deposits, NorthMet and Mesaba. Project activities range from readying the prefeasibility stage NorthMet project for a to advancing the nearby Mesaba project to pre-feasibility studies and permitting.  NewRange is committed to unlocking a new domestic supply chain of critical metals for the transition to a low-carbon economy and positioning Minnesota as a world leader in sustainable mineral resource development.

Responsibilities: 

 

  • Be a courageous safety leader, leading by example and fostering a proactive safety and sustainability culture based on the common values on health, safety, environment, and communities shared by the asset owners (Teck and Glencore).  
  • Contribute to the development and implementation of the organization's project cost management strategy. 
  • Collaborate with senior leadership to align project cost control activities with strategic business goals. 
  • Foster positive relationships and collaborate with various internal and external stakeholders to ensure the seamless execution of contracts. 
  • Work with estimating to review/endorse cost estimates and reports, convert estimates to control budgets, and code estimating WBS to Cost Breakdown Structure.
  • Break down the cost report into individual Internal Orders (IOs), including coding of IOs into asset and by project as well as breakdown of IOs into individual budget line items and contracts/purchase documents.
  • Develop and maintain the budget, forecast, and latest estimate from the beginning/early phases of the project.
  • Review invoices and monitor actual costs per budget line item/contract document/IO
  • On a monthly basis, prepare cost reports with detailed variance explanations, prepare forecasting of costs per budget line item/contract document/IO, review the budget with budget owners, and prepare forecast analysis with narratives, presentations, waterfalls, and tables.
  • Participate in Project and Committees meetings.
  • Contribute to the project schedule and cost risk assessments, analysis and mitigation proposals, and evaluation of cost and planning aspects of cost reduction proposals.
  • Provide support in the various audits, assurance, budget management and Tender Board processes.
  • Participate in review and approval of construction works performance measurement procedures and reimbursement clauses of the contract provided by the contractors.
  • Track and report on overall construction, work packages, and specific area progress latest estimates.
  • Document how forecast assumptions were developed and how updated estimates were calculated.
  • Ensure contractors are compliant with company WBS, procedures and processes.
  • Maintain clear and traceable evidence of work performed in a database on the Company server.
  • Perform other duties and responsibilities as assigned.

Qualifications: 

 

  • Bachelor’s degree in Business, Engineering, or a related area of study required.  
  • 5+ years of experience in an engineering, procurement and construction (EPC) or an engineering, procurement and construction management (EPCM) company or owners project team and managing and executing contract lifecycle activities.  
  • Strong understanding and experience with project lifecycles, project procedures, project roles and responsibilities.  
  • Able to independently develop and recommend complex project contracting strategies.  
  • Advanced understanding and experience with various contract types, models, and strategies.  
  • Strong understanding of various legal and commercial terms and ability to interpret, defend, apply, and rely on those terms.  
  • Strong negotiation and dispute resolution skills.  
  • Excellent critical and conceptual thinking skills.  
  • Excellent interpersonal skills and strong written and verbal communication skills.  
  • Proficient in Microsoft Word, PowerPoint, Excel, Outlook and Internet Explorer.    
  • Resource industry experience, specific mining experience is preferred.
  • Knowledge of requirements and technical standards applicable to the resources industry.
