Construction Manager - NewRange

Job Summary:


Reporting to the Project Director, the Construction Manager will perform their duties as a member of the NewRange management team and is accountable for successful delivery of both pre-construction and construction scopes in accordance with the agreed execution strategy and construction management plan.  The Construction Manager is accountable for ensuring the site safety and security procedures are implemented and the compliance of all workers with the established safety and environmental standards.  A key focus area for the role is oversight of the activities of the construction management (CM) service providers and monitor their performance against the construction plans and contract conditions, and take or recommend correctives actions as needed to meet project goals. 


The Construction Manager collaborates with members of the project, functional and operational leadership teams in reviewing and monitoring quality management plans, HSEC plans, estimates, budgets, schedules, procurement plans, contracting plans and contracts and provides specific expertise in construction strategy and site management. The scope of this role includes participation in design and constructability reviews as well as risk assessments.  Incorporation of innovation and technology to reduce hazard exposure to people and the environment through safety in design and sustainability practices throughout construction and operational phases is also an essential component of the role

Located in the historic iron range mining region of northeastern Minnesota, NewRange is a joint venture between Teck American Inc. (Teck) and PolyMet Mining Corp (PolyMet) that is advancing two major copper-nickel-platinum-palladium deposits, NorthMet and Mesaba. Project activities range from readying the feasibility stage NorthMet project for a production decision pending clearance of mine permits to advancing the nearby Mesaba project to pre-feasibility studies and permitting.  NewRange is committed to unlocking a new domestic supply chain of critical metals for the transition to a low-carbon economy and positioning Minnesota as a world leader in sustainable mineral resource development.

Responsibilities:

  • Be a courageous safety leader, leading by example and fostering a proactive safety and sustainability culture based on the common values on health, safety, environment, and communities shared by the asset owners (Teck and PolyMet). 
  • Establish a safe, respectful and environmentally responsible worksite.  
  • Forming and managing the NewRange field construction management team. Determining work force levels to attain schedule milestones, and monitoring work force levels and staff mixes to ensure conformance to the plan.  
  • Ensuring that the detailed site mobilization plan is generated and the field construction site is established, including all facilities, equipment, services, and staff.  
  • Ensuring that the site safety and security procedures and project work rules are implemented and ensuring overall site safety and compliance of all workers with established NewRange safety standards.  
  • Oversee the activities of the CM service provider and drive acceptable performance by implementing the construction management plan, the quality management plan and the contractual agreement, and directing the CM service provider to remedy any deviations from these plans.  
  • Deliver the construction work, through planning and executing the set-up phase, monitoring performance, taking or recommending correctives actions, reporting status, escalating issues, and capturing and communicating learning. 
  • Manage the NewRange site team relationship with the Teck/Glencore home office teams and engage as needed with engineering, procurement and supply chain management, information management, project controls, risk management, accounting and operational readiness functions.  
  • Manage the relationship with existing operations stakeholders during site establishment, throughout construction, through the commissioning and start-up phases, and during site demobilization. This includes operational interfaces, OH&S, environmental compliance, and community issues. 
  • Ensure that the construction execution plan and schedule are further detailed in conjunction with contractors and Operations to reflect the most current understanding of the overall plan.  Evaluate strategies for cost and schedule optimization, exploring opportunities to reduce site labor through modularization, pre-fabrication, pre-testing and automation.  
  • Monitor construction activities against the construction plan and contract conditions and with the support of staff and contractor input, providing timely reporting on progress, cost and schedule.  Updating and forecasting planned work and schedule to reflect changes as the work progresses.  
  • Facilitate and coordinate work among contractors, operational personnel and others contributing to the effort. Providing clear and firm direction, decision-making and leadership to the construction team.  
  • Monitor productivity and cost, as well as implementing appropriate action to maintain maximum labor productivity and cost effectiveness.  
  • Maintain quality of work in accordance with the quality management plan and the standards as specified in the design documents.  
  • Collaborate with site Operational Leadership to for engagement in planning to facilitate early alignment and final sign off.

Qualifications:

  • A Bachelor’s degree in mechanical, civil or electrical engineering is helpful but not required. 
  • At least 10 years of experience in construction of major brownfield and greenfield projects for the resource industry.
  • Strong communication, interpersonal, organizational, and presentation skills.
  • Hands-on with a respectful, positive, solution focused attitude.
  • Proven ability to work effectively in a team environment to meet the needs of key stakeholders.
  • Strong critical thinking and decision-making abilities.
