Land Representative (Contract)

Summary

Reporting to the Senior Land Representative, the Land Representative is responsible for ensuring the overall success of land operation activities and administration related to various jurisdictions across Canada.
 

This role involves the maintenance of land rights, permits, and contracts and the ability to provide proper land management support to the operations and programs of the Legacy business, ensuring that work is conducted safely according to appropriate standards and policies.
 

To be successful in this role we are looking for someone with strong interpersonal and communication skills, who has a robust understanding of mineral and surface land tenure issues, has experience in building relationships with communities and is a creative negotiator who can solve complex land issues with practical solutions.
 

The Legacy Team manages lands across Canada and is based in Kimberley, BC, with personnel in various locations in Canada. Travel to Kimberley and the properties is required on an as needed basis.
 

Responsibilities
 

  • Be a courageous safety leader, adhere to and sponsor safety and environmental rules and procedures
  • Actively identify and negotiate land acquisition, divestment, relinquishment, and monetization opportunities, including the preparation of relevant contracts and permits to support the underlying transaction.
  • Conduct overall negotiation and administration of third-party agreements (surface leases, access agreements, right of way, licenses and related contracts).
  • Liaise with site managers and project coordinators to ensure that appropriate permit standards and tenure obligations are met, and obligations are managed effectively.
  • Liaise with corporate and legal resources to manage land agreements, the addition or removal of charges on title, land transactions, and all other commercial agreements.
  • Ensure land related contracts and agreements are recorded accurately and documented in land database systems.
  • Ensure internal GIS systems accurately reflect current land holdings.
  • Work with the Legacy Health and Safety group on signage, fencing and trespass issues.
  • Annually review land and mineral title tax assessment and payments, and submits reassessment applications, if deemed necessary.
  • Manage complaints or inquiries from public regarding land issues and provides appropriate follow-ups in a timely manner, working with the Legacy Communities lead in resolving these issues.
  • Attends office meetings and acts as Teck's representative at meetings with third parties as required.
  • Research historical property issues/titles and organizes records.
  • Develops and implements processes for mineral and surface land management with the Legacy lands team.
  • Encourage entrepreneurship and seek ways to continuously improve business operations, by eliminating barriers, taking action to improve processes and improving efficiencies.
  • Build a culture of teamwork and encourage cooperation and open communication.
  • Foster a culture of open communication, focusing on building relationships across the organization and with external and internal partners, and invests in developing talent within the organization by providing recognition, challenge and mentorship.
  • Promote a safety leadership culture by ensuring that staff conducts work safely, and that proper safety practices are followed in accordance with Teck’s health and safety policies.
     

Qualifications
 

  • A Bachelor’s degree in Business Administration/Commerce or Geosciences and certification in land management.
  • At least 10 years of experience in land management, experience in mining is an asset but not required.
  • Demonstrated experience in both mineral and surface land management across different jurisdictions within Canada.
  • Ability to demonstrate collaboration with community relations and operational departments to achieve results.

Intermediate-level:

  • Understanding of spatial information, GIS coordinate systems and projections and their applications.
  • Understanding of various public and government data base and reporting systems and their application to land management.

Intermediate to Advanced-level:

  • Ability to use creative process management tools & techniques.
  • Ability to proactively identify community issues/opportunities and seek early involvement of community specialists to mitigate risk as appropriate.
  • Understanding of costs associated with tenure management both annually and forward-looking costs.
  • Understanding of appropriate interest-based negotiation and dispute resolution techniques in circumstances as required.

Advanced-level:

  • Understanding of mineral and surface land rights (including surface, subsurface, water, communities of interest, access) and legal regulations pertaining to land use.
  • Ability to effectively manage budgets (book-keeping, reporting, compliance, tax), reporting obligations (internal, partner, government) and document organization relating to land management.
  • Ability to communicate activities with government agencies and other parties concerning land acquisitions, permitting and agreements; may act as corporate liaison.
  • Understanding of health and safety regulatory framework associated with appropriate local, national and international regulations.
  • Understanding of the principles Safety Management System, Hazard Identification, Risk Assessment, Risk Mitigation, Critical Controls, Hierarchy of Controls and use of Risk Control Register.
  • Ability to take courageous decisions to stop or defer work if health and safety conditions are deemed unsatisfactory.
