Cost Control Lead - NewRange

Job Summary:


Reporting to the Project Controls Manager, the Cost Control Lead will serve as a resource for implementing project controls methods, procedures, and systems on the project in order to control engineering and set up for eventual construction activities.  The Cost Control Lead is accountable to the Owner project team (via Project Controls Manager) for the planning and implementation of effective cost control resources, processes and systems on the project, within the standards set by the Manager Project Controls.  This will involve collaboration with the NewRange selected Service Provider.


The Cost Control Lead is accountable for the disciplines of estimating, cost control and change management.  This role will also have a large component of integration into the overall Project Services function, including contracts, procurement, quality and risk management.


Overview:


Located in the historic iron range mining region of northeastern Minnesota, NewRange is a joint venture between Teck American Inc. (Teck) and PolyMet Mining Corp (PolyMet) that is advancing two major copper-nickel-platinum-palladium deposits, NorthMet and Mesaba. Project activities range from readying the feasibility stage NorthMet project for a production decision pending clearance of mine permits to advancing the nearby Mesaba project to pre-feasibility studies and permitting.  NewRange is committed to unlocking a new domestic supply chain of critical metals for the transition to a low-carbon economy and positioning Minnesota as a world leader in sustainable mineral resource development.

Responsibilities:

  • Be a courageous safety leader, leading by example and fostering a proactive safety and sustainability culture based on the common values on health, safety, environment, and communities shared by the asset owners (Teck and Polymet). 
  • Responsible for effective execution of Cost Control for the NewRange Projects in accordance with the department procedures, including weekly, monthly, and quarterly capital projects performance reviews.
  • Ensure effective project reporting is consistent in projects to increase transparency, assist informed strategic decision making and control processes (cost, commitments, and change/trends management) to enable timely on-budget delivery of project objectives.
  • Generate Monthly cost and forecast report and work with the project management system to track actual cost, monthly budget and forecast, commitments, and allocated funds.
  • Provide analytics advice to inform the Project Danager on commitments, available budget, forecast, risks and changes.
  • Coordinate and oversee Service Providers cost management procedures and application thereof. 
  • Supports Management Committee for NewRange in achieving projects’ objectives by setting up and implementing project controls requirements across the capital portfolio.
  • Ensure risk management elements are present for project, i.e., risk identification, quantification, response, accounting, and reporting including conducting relevant monthly risk reviews.
  • Create monthly trend register and update residual risk and impact risk values on a monthly basis.
  • Foster a learning and continuous improvement culture to improve all aspects of project performance, sustainability and business growth, leading the identification and implementation of improvement initiatives, including portfolio opportunities for increased capital efficiency and productivity in the project controls function.
  • Train, guide, and coach project personnel (internal and external contractors and consultants where appropriate) on project controls techniques and the requirements for the correct implementations.

Qualifications:

  • A Bachelor’s degree in Engineering, Finance, Accounting, Project Management and/or related disciplines. 
  • 10+ years of experience in in a similar role within the resources/industrial industry.
  • Certification from AACE and/or PMI, or other related project management certification is favorable. 
  • Extensive Project Controls experience in scope identification and estimate review, Cost Breakdown design, Excel and SAP or other similar ERP. 
  • Proven experience with major-projects.
  • Knowledge of earned value techniques 
  • Excellent risk management and quantification expertise with good understanding of the residual risk value and revised risk impact.
  • Basic cost estimating techniques. 
  • Strong leadership and relationship building skills both including internal and external stakeholders.
  • Semi-autonomous, self-motivated, highly pro-active, and resilient attitude.
  • Excellent interpersonal and communication skills across all levels of the organization; Ability for networking capabilities and influencing decisions
  • Business, facilitation, analytical, leadership/ management and negotiation capabilities.
  • Commercial and financial acumen.
